You wrote, “I hear people saying…”, I am sure you know the people saying that are quoting from either Isaiah or Revelation, both of which are quoting God. God said that, and is saying that.
You give two possible reason; some may be forced, others may choose to do so. I believe neither is the explanation. I think it will be an automatic and instantaneous reaction to someone standing in the presence of the Lord Jesus Christ.
Suppose you are standing in a dark room. When someone turns on the lights, does someone have to force you against your will to acknowledge the lights are on? Do you make a conscious decision to believe the lights are on? No. You suddenly recognize that the lights are on. A similar reaction will occur at the Judgement Seat of Christ. Our spontaneous reaction will be to bow.
Why does God not allow us all to see that right now? We are not told. Jesus told Thomas, “More blessed are those who do not see yet believe.” Jesus also said that asking why would be like a clay pot asking why the potter did not make it into a flower vase instead of a water jug. The potter did it and that is the end of the story.
